While I enjoyed the movie overall, I can definitely see where Jay is coming from. The movie has a lot of issues and is generally pretty vague in presenting its social and political themes. Gotham feels like a shallow backdrop and just because the Joker doesn't care about Gotham, it doesn't make up for the lack of depth in how it's presented.

Jay's a bit harsh. Sure the Hangover director has made some crap, but recently the Hangover writer made Chernobyl, so clearly the makers of those films can turn a leaf. I recommend people watch a documentary here on YT called 'The Coolest Year in Hell', it's about what New York city was like in the late 70's (basically much like this film), particularly it focuses on 1977, when there was a blackout and the city descended into madness. Knowing this history it's not at all difficult to take seriously the series of events leading to the Gotham riots in the film.
